Philippines: Electronic submission of advance cargo declaration

To facilitate trade and protect Philippine borders from the entry of high-risk cargo, Philippine Customs require electronic submission of advance cargo declaration, inward foreign manifest, and consolidated cargo manifest by the Airlines, Shipping Lines/Ship Agents, Non-Vessel Operating Common Carriers (NVOCCs), Freight Forwarders/Cargo Consolidators/Co-loaders or their authorized agents, before the arrival of the carrying aircraft or vessel at the airport or port of entry in the Philippines.

• Effective Date: Immediately
• Applicable Shipments: Air & Ocean shipments.
• Exception Shipments: No exceptions.  
• Risk/Penalty: Late or Non-submission will result in a monetary fine between USD$2000-$6000 or a Seizure of Cargo. 

With immediate effect, it will be mandatory to provide the following data before pre-loading for air and ocean shipment for exportation to the Philippines, with no exceptions:

•  Description of imported goods: Must be in specific sufficient details to identify the goods on the Commercial Invoice. Any generic descriptions like FAK (Freight All Kinds or General Cargo or Machinery Parts are not allowed.)
•  Harmonized System (HS) code at six digits on the Commercial Invoice.

Non-Compliance will lead to below:
•  Risk/Penalty: Late or Non-submission will result in a monetary fine between USD$2000-$6000 or a Seizure of Cargo.

What does it mean to you?

Before the departure of your goods destined for the Philippines, the information mentioned above must be provided to Crane to avoid any delays or cancellations of the shipments.

What happens if the mandatory information is not received prior to departure?
Cargo will not ship.
